When a Buyer Needs a Person on Site
A foreign buyer is discussing a batch of Russian peas but cannot visit the supplier.
They need information about the site, the status of the goods’ preparation, and unresolved issues.
A few photos in a messenger do not indicate where the photo was taken, which batch it relates to, and what remains outside the scope of the inspection.
The local coordinator helps to collect this information.
This is an organizational role: it does not in itself grant the right to conclude deals, manage funds, or confirm that the goods meet mandatory requirements.
Powers and applicable restrictions are checked separately.
Discuss the buyer representative’s assignment for your business
I can help structure the buyer representative’s assignment, gather the required information and evidence, and agree responsibilities and next steps.
We can also discuss similar difficulties and related foreign trade tasks.
We agree the scope and any specialist involvement before work starts.
Create a Task Before the First Visit
In the task, specify the buyer, supplier, and exact address of the site, the product, and the intended batch.
Write down the questions: whether the goods are manufactured or only planned, what packaging is available for inspection, who confirms the specifications, and when the missing documents can be obtained.
For each question, define the outcome: a photo with an explanation, a copy of the agreed document, a recording of the responsible employee’s response, or a conclusion from an engaged specialist.
Do not instruct the coordinator to confirm anything that requires laboratory testing or special authorization.
Separately agree on site access, translation, confidentiality, and expenses.
Separate Actions and Decisions
| Action | What the Coordinator Returns | Who Decides |
|---|---|---|
| Visiting the warehouse | Date, address, observations, access restrictions | The buyer assesses sufficiency |
| Requesting documents | Obtained versions and a list of gaps | A relevant specialist checks applicability |
| Discussing changes | The supplier’s proposal without a promise of agreement | An authorized buyer’s representative |
It is important for the buyer to know whether the coordinator simultaneously represents the other party and how related interests are disclosed.
Remuneration and reimbursable expenses are recorded separately.
The absence of a manager’s response must not be treated as agreement to a new condition.
Hypothetical scenario: Photos Are Available, Confirmations Are Not
The coordinator saw bags in the warehouse, but the batch identifier on part of the packaging is unreadable.
The report states ‘bags inspected’ rather than ‘the buyer’s order is fully ready’.
The next step is to establish the link between the inspected goods and the order, then decide whether a separate inspection is needed.
The report retains the original files, a description of the location and date, a list of inaccessible areas, and questions the representative did not receive answers to.
This package allows checking the progress of work but does not guarantee the quality of the entire batch or contract performance.
How to Accept the Work and Continue the Check
Match each task item with the received material.
The statuses ‘confirmed’, ‘reported by the supplier’, and ‘not verified’ are not combined.
Each open question must have a responsible party and an agreed deadline for the next response.
Practical format: question → received evidence → limitation → buyer’s decision → next action.
Supplement it with checking the supplier’s readiness.
International guidelines for selecting a representative are useful as methodological references; they do not define powers under Russian law and do not replace verification of a specific transaction.
Internal management guidance; examples are hypothetical.
Overseas sources do not establish Russian legal requirements.
Check authority, contract terms, restrictions and mandatory procedures for the specific transaction.
